Is it not necessary to be the creator of everything to be omnipotent?

It is a troll crossover storyline between Justice League and the Doom Patrol, which introduces a group called the "Retconn Corps" that exists in a place called Final Heaven, which exists above all time and space, existence, stories and fiction. Retconn Corps administers and controls all stories, being able to write, rewrite, publish, cancel, and retcon any story that they possess.

They are an obvious joke regarding DC Comics itself.

The Retconn Corps is also shown to worship / fear a being called the "God of Superheroes", who is the platonic form of Superheroes from which all fictional heroes comes from. But then a supervillain which was canceled from existence due to legal disputes somehow survived (He's literally a human-shaped censor bar with the words "Copyright Infringement" stamped on it), and killed the God of Superheroes.

And so Retconn Corps are struggling to survive and sign a deal with a milk company to advertise their product in their comics. And so all the DC heroes become 1950s Sitcom characters who drink milk.

Eventually the characters return to normal, and end up in Final Heaven themselves. And even beat up some of their own writers.

Also a random Retconn Corp employee spills coffee into the DC Multiverse Map which is literally held as paper page on a desk, and this erases all of DC. But then they bring it back.

In the end everyone returns to normal.
 
Milk Wars isn't the only thing I was going to bring up, but it definitely can be used to quantify things. Is there any reason you believe that it can't? They do directly implement the Writer concept into that story.
 
I love Milk Wars but by feats characters are simultaneously Tier 4 and also stronger than the DC Tier 0.

It's not meant to make sense.
 
Even if it's an outlier for the tier 4 characters, it still doesn't mean that it isn't a demonstrated limitation for the Writers. Stuff like him having to resort to wiping everything off of the Overvoid because he could handle narratives that have gotten out of his control is one example. The existence of other Writers like Lord Manga Khan is another example.

I used to think that the 07th Expansion crossover (where a fodder gangsters > Umineko story) was a strange thing, but it seems even more abnormal. lol

Omnscience, Omnipotence, Omnipresence are divisions of Perfection, hence concepts of knowledge, Power, Presence, are merely limitations.
