The match will have 3 independent rounds :

1.-Can Sherlock solve BB(Before Birthday) case faster (or better) than L ?(Japan)

1.-Can L solve Moriarty case faster (or better) than Sherlock?(London)

3.-If sherlock was a criminal, is L going to be able to discover him?(World WIde, Sherlock chages his career entirely and is unknown)

I Changed it for the Before Birthday case.

1 - Pretty much this. But if he starts off unknown he should be able to track him.

2 - Arguably.... If he gets Moriarity's attention it would be faster. But then again it might take more time but he would be safer.

3 - If Sherlock was a criminal that's not too popular yet or has to become a criminal and slowly try to find L then I side with him.
