Is an infinitely-layered Outerversal hierarchy the highest a verse's macrocosm/cosmology can be? Or is it possible for a verse's cosmology to reach High 1-A and Tier 0 levels?

An infinitely-layered Outerversal hierarchy is only 1-A+. It's perfectly possible for a verse to reach High 1-A and 0, it's just extremely difficult.

High 1-A and 0 worlds/cosmologies are definitely a thing in fiction.
In fact, DC's The Writer profile is pretty much an entire planet/race composed of billions of Tier 0s, since it's made clear that the Writer publishes the comics drawn on the Overvoid to Readers, who, well, read it.

Infinitely-layered Outerversal hierarchies are 1-A+. Completely transcending infinitely-layered Outerversal hierarchies qualifies for High 1-A.ExSENNA said:

Lemme know if I am wrong Characters who can significantly affect, create and/or destroy realms or states that fully transcend infinitely-layered hierarchies and/or dimensional levels on a conceptual or existential level, normally being portrayed as completely external abstractions that lie outside of the applications of spatiotemporal dimensionality as a constant defined by physics on any level, even in relation to infinite or uncountably infinite dimensions, usually by perceiving them as akin to fiction or something similarly insignificant. Is 1 - A. So I think it means in simple terms that a charcter can affect, create and destroy realms that quite transcend dimensional levels (including space time for it also is its own dimensions) on an existence or conceptual level, Like i think for example, The Onee Above all - He is portrayed as a being beyond everyone else.
