if a staff member is also the creator of a thread, does that vote count?

If a staff member is a creator of a thread, would that impact the removal or addition to an ability? Wouldn't it be unfair and biased that their vote would count because obviously they would be rooting for their CRT to pass and staff votes decide if something should be added or not
 
is there any page that says something like this

Self-Approval of Content Revisions


  • It is understood that there may be instances where a staff member has expertise or knowledge of a particular series verse that allows them to confidently approve a revision on their own. It is possible for a staff member to initiate a content revision thread and have their vote counted.

Then it solidifies the neutrality of the staff so more reason to count his vote, I suppose. This rule was drafted with regards to the possible bias a staff may have regarding a verse which he may be knowledgeable in, so two or more staff input is suggested for supervision of even minor CRTs.
And so it can more or less be extrapolated to mean Neutral staff can have their vote counted too in their own CRTs.
Now obviously a staff can have their own agenda but that's another story.
