That’s one of the best Sonic quotes, up there with the storybook games ones. I’m assuming this is gonna be a back and forth scenario instead of just making a decision from the profiles

Base Abliter is a brute assassin of Neptune closely advancing against undeveloped stage2 Frogman in the forum's past, but maybe Leaf has some shots with Durability Negation and Soul Manipulation, we will see...

He mainly tries to blind foes with speed and cut them up from what I can tell. His hands are sharp enough to two shot people on his level.

Leaf will see this, get confused, but eventually get cocky and use Phantom Rush he'll go for a flurry of hand swipes and kicks.
Facing off against a near-S Class level opponent is something Abliter knows to be an extreme challenge, so he’s going to go all out. He’s also never seen Leaf Man before so has no reason to press his luck in a full on head to head like he does with Fly and Vulcan (2 other low 7-B’s). In addition, Leaf Maj appears more like a Monster than hero, since none of him looks human. This makes his potential much more threatening. Hence why standing completely still, although unorthodox, is an excellent strategy for him.

Abliter’s hand vibrates the very moment that Leaf Man proceeds forward 1 meter, and Scanner-A, Scanner-C, Scanner-D, and Scanner-E appear around them, creating a pentagon shape where leaf man remains charging at Abliter, while Scanner-A and C are faced at Leaf Mans sides, and Scanner-D and E at the rear. At the same time, all of them use danmaku of hundreds of elemental lasers (fire, lighting, ice, and wind) at Leaf Mans back and sides, the ice inducing freeze effects, the electric lasers potentially forcing paralysis, the air lasers making movement very difficult, and the fire lasers likely just being inconvenient since he resists extreme heat. At High 7-C they may not be too damaging, but that’s not why they’re here.

Meanwhile, many of the lasers also curve right to Abliter, who activates his Pluto Field (absorbs all energy attacks, granting minor all around stat amps) in the very same instant as the summon. With hundreds of lasers of amps, plus activating skate mode, Abliter is able to easily outpace Leaf Man, well before he starts gaining his own speed.

Since Leaf Man is distracted by the danmaku, possibly using his great acrobatics to try and get out of the storm (air based lasers interfere with this), Abliter follows his movements via his scanner and with much greater speed (increasing even further with the danmaku) and connects with Pluto Wave. Pluto Wave: Albiter directs his cannon forward and blasts a repeating wave of sound which disorients his opponent and traps them in a loop of full body pain. The sound is ear piercing and interferes with opponent brain signals, hurting their abilities to think at their regular capacities.”

With brain signals interfered with and scrambled significantly, Leaf Man is fully susceptible to Abliter’s next attack, the Pluto Slasher, which is an energy blade protruding from his cannon. Abliter will slash many dozens of times in the moments that Leaf Man has his mind warped, and with no regen to survive it, or precog or enhanced senses or extrasensory to see any of this coming, Leaf Man’s default strategy becomes Abliter’s best one, beating him before any speed amps even begin. Leaf Man could attempt that soul slash (definitely a wincon for leaf man) and dura neg slice, it’s entirely possible for Leaf Man to beat Abliter during all of this, but he’d have to do it before Abliter’s Pluto wave connects, and given the distraction of the danmaku and the freeze effects + potential paralysis effects from electricity contacting his muscles, he may not be able to/be too distracted with them to notice Abliter’s maneuver. In addition, swapping over to Endurance System right before using Pluto Wave further improves Abliter’s odds of pulling this off.

Good luck jumping on time, these lasers are able to curve expertly to go very high and all around, plus they can be just as successful even at a farther range if they react on time. This explosion feeds right into Abliter's energy field as well, leaving himself unaffected and much stronger and faster too. Once Leaf Man goes in for that jump attack, he falls right into the same strat whether the scanners are dead or not, with Abliter being able to cast Pluto Wave upwards and pivot right to his slasher again.

He could easily dodge them even in midair because of his control over his momentum, or counter them with hand swipes like before in canon. Abliter absorbing the explosion's energy could work, but by then, Leaf Man would already be close to blitzing speed, so hitting him would be wishful thinking. Like I said before, Leaf Man has control over his momentum so he could easily dodge Pluto Wave midair.

With this kind of concentration and proximity, acrobatics even in its highest form won't help, he would need body control to condense himself between the inch-sized gaps between all of the lasers and he doesn't have this. Also seems a bit much for him to somehow reach blitzing speed after less than a second of battling. His speed amp isn't a result of a stressful assault, it's the result of fighting someone of similar speed, and at this point they basically haven't even fought yet since Abliter hasn't moved. He'd be reacting to the laser speeds, which, granted are similar to his movement speed, but an instant and insurmountable increase in the tiniest possible time-frame doesn't look possible by profile information. Big increase sure, but blitz? I don't think so

Emitting Pluto Gas if Leaf Man somehow dodges should have an effect.

Abliter himself is unaffected because he can't breathe.

But what if Abliter together with the scanners fired the lasers calculated to not give any opening at all, a bullet hell you are not supposed to escape with no hit. Thousands are a big number when scanners 'appear around them, creating a pentagon shape where leaf man remains charging at Abliter'. The distance seems very tight, in order to escape, Leaf gonna need to jump through some of them, while hand-swiping all is nearly impossibe, despite having already lower blitz speed. Some damage will be inflicted.

Sleepy gas should work though. Abliter seems to have more wincons at the moment. I'm leaning towards him, but we'll see how this goes.

The plan was designed specifically to be about 1 or 2 seconds in total duration, it was all pretty instantaneous

How many blasts can they send out?

Well, besides just being able to power through it for a minute, she has equipment like special filter gas masks which were able to handle it. Obviously leaf man has no access to such equipment
Leafy boi is like my cousins after chugging a coffee with 10 espresso shots. He should have some, if any resistance to sleep. I'd give him around 10 seconds.
 
I think Abliter can survive that long by shooting obliteration mines all around him while using maximum speed to skate backwards. If the scanners are alive, they have some mines they can use too as distraction. Pluto Wave or Megalaser can help this too if leaf man gets close
