Hypersonic+ Naruto

I have a question. A lot of characters at the beginning of Shipuuden have the "hypersonic+" speed(Gaara for example). Naruto also had hypersonic+ speed before the pain speed calc.

So my question is, why were they hypersonic+? I can't seem to find any calc that proves it.

I'm pretty sure it's scaling from Temari vs Tayuya

That's how Naruto got the Supersonic+ speed, not Hypersonic+
