I've already voted Incon. Especially since we've agreed that Bad Luck and Incarnation might cancel each other out.

I'm a bit confused how a fight like this can be incon.

Because there are no true decisive factors which would determine a winner between either of them. Incarnation cancels out Bad Luck and vice versa. Qrow has years worth of experience ahead of Kirito but Kirito has access to higher statistics amplification. Kirito can sense danger and Qrow is always on high alert. Both are adept at combat and can change their style of battle on the fly as well as being extremely versatile. It's just extremely even. It's just the matter of stamina or with Qrow's case how long his aura holds up.
