Likely Frank would win.
He's much more versatile and he can manipulate fear.This would greatly limit hulk's super strength,hulk mcu has a weak healing factor ,an opponent like Frank would have no problems.
unfortunately hulk mcu is immensely weaker than the comic version

Frank also is likely more combat savvy.
Generally speaking, Hulk just runs in and smashes things.
Frank has the edge in intelligence, the wolf stare and is more versatile (IIRC, Children of Ares have an innate knowledge of weapons.)
There would be little reason to assume the children of mars are any different.
