Bro why is it an outlier? You still haven't explained that. Nothing contradicts it, other than your head canon. Especially since the Tobi Roppo very explicitly are stronger than Headliners(i.e Hawkins).

Hawkins is a brand new addition to the crew, having joined by the time that Dressrosa ended, no more than a couple weeks at most before the beginning of Wano.
Even if Hawkins was many times stronger than individual Tobi Roppo members (and he's not currently, only with certain techniques), there is no reason to think he'd be promoted so highly right away when he was basically forcibly recruited against his will in the first place.

The only thing I see is his Vivre Card being the justification... Which is funny because there's Vivre Cards that say things like " Jozu has unrivaled attack power and agility ", yet we don't put him above people like Kaidou because of his "unrivaled" power.
