Voting Luffy.
He has access to FTE amps with Soru and has even greater attack speed overtime with Gear 4 snakeman’s acceleration, which allows him to blitz Katakuri’s Future Sight, which is superior to Luffy’s base kenbun which can react to blitz/FTE level attacks.
Speaking of Future Sight, because of it, Ichigo’s Shunpo would be useless again Luffy, Ichigo and Naruto’s other long ranged attacks like Getsugas, Ceros, TSO, and Rasengan Variations can simply be deflected with Luffy’s Ryou Emission or sent back with 2x the strength with Fusen.
Luffy‘s Advanced Ryou Emission would allow Luffy to likely bypass Ichigo’s Blut Vene, and his Hao can probably knock out Naruto’s clones.
Luffy has several amps in the form of Gear 2, Gear 3, Gear 4, Buso, Ryou Emission, and Hao Infusion, and I really doubt either Ichigo nor Naruto can take these hits with ease.

Luffy doesn't need to start in Base here, G5 is literally his Base but with extra powers and can use any of the other gears at will to further amp himself (be it G2's blood flow, G4's compression, etc) so he has just as many amps here as Ichigo, if not more.
G2's speed with Future Sight would mean absolutely nothing could hit Luffy in this fight and due to his speed he should be able to outrange most if not all AOE attacks.

Luffy and naruto regen would be completely useless due the above point.
Have far than enough amp to still hurt them through their defensive amp.
Luffy future sight wouldn't be that good ,because Ichigo is constantly changing the future as stated by Yhwach, and he should know. And even then , Luffy in this state don't seem to dodge lots of attacks so he would still get his soul oneshotted petty quickly.
Any of his sword swing or even flexing his aura cause massive aoe ,so naruto clones wouldn't be of much use due to their lower dura.

Far better stamina , mobility spam(including those that confuse the senses of the opponents) and massive ranged aoe GT spam that one shot both opponent on a spiritual level; as deceived mentionned.
The only potential threats he face are:

+ the Best Stamina, putting him at an advantage if the battle is one of attrition
+ Zangetsu provides not only an inherent advantage in close quarter combat if the opponent is using their fist but the ability to interact and injure souls is essentially a dura negating ability that just comes passively from harming your opponent
= Blut vene gives additional options for defense
= Healing and Regen make it hard to put down permanently
= Can Amp his speed with shunpo
- Less experienced than the other two
- Less versatile
- His final form got cucked by spiritual pringles man

allow his clone to tangle with six paths madara's limbo clones which are comparable to his real body.
+the ability to absorb nature energy gives him an external energy pool to draw from outside of his own reserves
+ Varied Sensory abilities, from precog to energy sensing to emotion sensing ect
+ Can Amp his physical stats exponentially with boil release
+ TSB give naruto greater utility in allowing him to have weapons as well as giving him devastating potency against people like Luffy
+ has the most balanced options of ranged and close quarter abilities, with the largest AOE as well

Prob Voting Ichigo
he has the ability injure the person's soul passively without having to resort to specific abilities to negate durability, Ichigo's biggest threat is naruto and while i do think naruto has the broader arsenal and creative ninja bullshit to potentially put Ichigo down, naruto does have to put more effort into dealing these kinds of damage, in which case a battle where everyone is generally equal, the ability thats the most convenient will triumph eventually.

Yeah... for like an hour, then he lost that and got healed. Then he did it again for like 15 minutes, then he got his bijuu snatched and was given a whole new bijuu and another heal up
All his main stamina feats in the war that are being utilized in here are intended to start after his revival, which was probably 12 hours in total max
