how we treat realms/character connections

basically how we treat characters that draw their power from for example a universe or higher dimension

Take a look at the Warhammer Psykers for example, their powers being drawn directly from the warp.

So if character A who draws his power from another dimension / person faces a person B who can nullify/absorption/modificantion/mimicry powers but has not demonstrated the ability to nullify connections like this, will we treat him as that he can nullify character A?
 
As all cases, Power Negation, Mimicry, Absorption, Manipulation, etc, are limited by their nature (characters that negate/copy/absorb/alter magic wouldn't be able to alter life-force based powers such aura or qi). Character do not need to affect the source, just the power coming from the target (or the target itself).
 
Along the effect itself is not "higher dimensional", and is within the range of application of the nullification/mimicry/etc, then yes.
