how to scale without game mechanics?

this will be easier if I give context so
battle cats, a verse where the only power statements come from the descriptions of units, and very few of the enemies or cats have descriptions that suggest any kind of tier
if you wanted to scale due to units being "comparable" but you can't use game mechanics, how tf are you supposed to scale, especially when statements are sometimes inconsistent (between other statements)
 
Cutscenes and story progression (as in to reach this point of the story you have to fight this enemy).

problem with that is
1. there aren't really any cutscenes
and 2. the progression is pretty nonlinear in a lot of ways and there's no good way to really say which comes before and after
and also time travel shenanigans makes it even harder to pinpoint anything about the game's chronological plot
 
what a difficult verse to work with
at this rate the only way to make the profiles coherent and consistent with the game would be to break wiki rules... or just to no scale at all, which is frustrating in itself

I can't wait for someone to fix the messy way game mechanics are handled here (not me though because I'm lazy and don't feel like getting into high level staff tier threads)
 
Game mechanics is not really the problem, we're talking about a verse where there's no developed story, with no interaction between its characters (assuming its characters have a name).

its a game about cats trying to find catfood (by conquering the world, using all the energy on earth to create a time machine to time travel into the future and find more catfood) so yeah there's not much depth, but there's still feats and lore and statements, just no scaling is accepted because bad wiki standards
