Honestly i kinda think Sidra and Toppo are about equal, Maybe even stronger since Sidra is probably trained more then Toppo.
If Sidra really didn't weaken his Energy of Destruction the assassin who was gifted it would be obviously atomized.

We don't know exactly. But he is in the league of hakaishins. So we can at least say that Toppo is comparable to hakaishins in general. He might be a little stronger than some, like Sidra. And he might be weaker than some others.
