How fast this feat would be ?

If a character was able to run 11 yards in a FTE timeframe how fast he would be ?

I know that 1/220 seconds is usually used for calcs like this, but that instance was by trained pilots in complete darkness. More recent studies got 1/70 seconds. so i think is better to use the latter.

if it's not asking too much could you please do another version of the calc but instead of using the FTE timeframe. Use a faster than a human can react time frame. The typical reaction time for a human is about 250 milliseconds. So the question is: if someone could travel 11 yards in at least 249 milliseconds how fast it would be ?
