How Close you have to be to a explosion to be considered valid?

It does depend on the range since an explosion stops expanding relatively fast.

If he is inside the range or he moves in relation to the blast, is still a speed feat, but if he is running far from the blast, he isn't really outrunning it, the blast is just not reaching him.

i am refering to outspeeding it
 
Yeah, that's "moving relative to it", in this case faster, range doesn't matter but if you are outside of it is harder to prove you are outspending it, especially if the angle is bad.
 
Explosion radius becomes astronomically slower within milliseconds from the initial blast. Thelastmlg is also pretty much right.
