So hit can adapt and become stronger and make his move(time-skip) better if challenged enough. Shouldn't he have reactive evolution on his page or not?.

I don't fully remember. It was months ago. Iirc, maybe there wasn't enough evidence that it was really reactive evolution and not just a trope. Can't fully say...
