Does being higher dimensional make one ignore such physiologies? Say the one who possesses these is a 3D being, but he's fighting a 6D being. Can the 6D being affect the 3D being regardless?

well it is more complicated that just being smurf, iirc, the thread is about. Character A see Character B as fiction, so even if B have things like NEP, AE, etc....but because B is just fiction to A, thus all the abilities like AE, NEP, etc....is also just a fiction to A, thus A can do anything to B despite having no feat or statement of being able to do so, because to A, all those things is just fiction, A can do everything A wantLower-dimensional beings already can’t affect higher-dimensional beings unless they’re a smurf.

Character A see Character B as fiction, so even if B have things like NEP, AE, etc....but because B is just fiction to A, thus all the abilities like AE, NEP, etc....is also just a fiction to A, thus A can do anything to B despite having no feat or statement of being able to do so, because to A, all those things is just fiction, A can do everything A want

A wouldn’t be able to affect B directly, but can still indirectly affect them through manipulating the dimensional construct. The OP gave the example of 6D fighting a 3D, so we’ll say Character A is 6D while Character B is 3D.
