I'm fairly certain Hawkeye has better feats than Batman. He was able to snipe one of the Chitauri Speeder things without looking in the first Avengers movie.
 
Hawkeye has experience and Marksmanship, Batman has stealth and intelligence. I'll go into more detail later.
 
Anywhi, Batman has better stealth thanks to his costumes dark colors and him sneaking up on guys and scaring the hell out of them is kinda his MO. Furthermore, he fought the League of Assassins, so Hawkeyes stealth likely won't cut it. Furthermore, his radio signal vision thing, or whatever it was he used at the end of The Dark Knight, helps counter stealth further. The only truly stealthy person Clint has fought is Natasha and all of those fights were in places and under circumstances that wouldn't have allowed for stealth.

Hawkeye has more skill. He's older and has fought are far wider range of fies, from aliens, robots, super spies, and the Yakuza. He's also bot the begter gear, his acid can melt Bat's cape, leading him unable to glide, light can slightly counter stealth, and his arrows are more precise than baterangs. Furthermire, Batman has a strick no kill policy and most of his weapons reflect that, whereas Clint is a flat out Master Assassin. If Bruce calls the Batmobile, it'll just get blown up by an 8-C explosive arrow. Grappling away would work againt Bruce because, well, Hawkeye. He could just shoot him.

Bruce is more endurant, the beatings he's been given by Joker and Bane are more brutal than what Clint has tanked.

In the end, Clint takes this 7/10 times thanks to skill, experience, and armory. Bruce's best bet is to tale him suprise with stealth, and while this could work on occasion, I find it more likely for Clint's skill to kick in to allow him to recover and regain control. Overwhelmed, Bruce would switch tactics, grappling or gliding away to make distance so as to make better use of his gadgets. However, he'd find himself outmatched at a distance as his gadgets are either countered or avoid while Clint keeps a beat on him with his marksmanship. Once Bruce is out if tricks to pull, he either gets sniped or gets beat down hand to hand when he tries to use stealth again.

Hawkeye wins.
 
Hawkeye has such ridiculous visual aquity that Bats will find it damn near impossible to run off into the dark without getting hit in the back with a flare arrow (Endgame), if not outright an explosive (Avengers). Meanwhile, in the given distance, close as it is, Hawkeye can still fire arrows to hold people off (Civil War), people like Black Panther in fact. A guy who is definitely more nimble than Bruce.

Also, Hawkeye has the physical strength to draw a bow with enough strength to fly an arrow through a bullet proof robot's face (Age of Ultron), agility to defly jump-roll away from a repulsor fly-by (Civl War), the skill to tango with people much stronger than him (Civil War), and the mental capacity to have 100% accuracy in the middle of a battlefield, while jumping off a high-rise building, right after grabbing the last arrow shaft he has from a dead mob, equipping it with the right arrowhead for the job, and swing to save himself from both being pincushioned by plasma bolts and falling to his death (Avengers).

Hawkeye takes it either way unless Bruce can actually get to cover to stalk him, but then again, the dude can accurately pick off the webbing in the inch or two between Cap's hands from a good deal away with ease.

Hawkeye 8/10.
