thus forerunner weapons that 'incinerate' would be tier 7 or 6

Probably not.

Notice how he speaks on the scale of a mere million or so atoms being annihilated per second. That is actually a very small scale and in-line with the regular energetic values of incineration.

So in truth, what he is saying is that a very tiny amount of atoms being annihilated supply the realistic energy required to disintegrate a human/ship, as a side-effect of sorts.
