Hard to tell but considering Naruto could with 50% chakra fight well against the person who stole that chakra who is by themselves an Otsutsuki stronger than Kaguya with the power of Kinshiki who is comparable to her kinda makes me think it's an AP stomp for Naruto. Hagoromo definitely has the intelligence, skill, experience, and abilities advantage I think, but I doubt that's enough against Naruto. Hagoromo wasn't in his prime when he fought Kaguya, so it's unfair to say he's only half Kaguya level, but I think saying he got any more than 2x Kaguya level would be pretty generous. So that means Naruto is at least about twice as strong as him, and with hundreds of shadow clones that's a pretty big deal.

It depends on the power of creation of all things. If it is as OP as it sounds based off of izanagi then Naruto definitely has no way to put him down and he wins. With ease.
