Brad has just defeated Rando's entire army singlehandly. Brad is about attack Rando, but before he can, a mysterious swordsman appears and blocks Brad's attack. Rando retreats with Buddy as the two fighters get into position. Victory via death, both are in character, Battle Theme.
 
Likeky Guts, he has the AP and durability advantage to a decent degree and he's an incredibly skilled swordsman (took on 100 soldiers and a superhuman while weakened and killed them all) with a high pain tolerance so he can very well take a beating and continue.

Plus he's fought apostles even at this stage in his life.

Tier: At least 9-A, likely far higher

Brad

Tier: At least 9-B, possibly far higher

And it's only mean they are above 9-B/A but doesn't specify by how much exactly, so it doesn't matter
 
Guts's page does not say far higher, it states likely higher. Far higher>higher. Besides, look at Brad's abilities. He's got a bit more then Guts does.
 
I don't you understand what "At least" and "likely higher/far higher" mean...

It just mean the character is above what they are scaled, but it doesn't make a character stronger than someone at another tier

Example Frisk vs Kenshiro

Kenshiro was High 7-C at the time while Frisk "At least 7-C, likely far higher"/"At very least 7-C"

Yet it still was deemed a stomp
