He most likely means PoH Kratos.
Verdict is he isn't. He lost everything he previously had and Cory himself stated in dev walkthrough kratos has not fought in a long time, and called him rusty. Plus the PoH narratively is the most powerful force in GoW to date, so this just doesn't work.
