Seeing how the unseen elder fights and and how the blade is completely useless against the unseen elder when he is intangbile it seems the unseen elder has higher odds of winning

tho i'm not saying it's one sided because gray has some pretty solid ways of countering the unseen elder

Also the fact that he can't be put to sleep, Unseen Elder can't drink his blood and Frank has some degree of precog

He outright becomes invisible and intangible and considering not even geralt couldn't detect him it would be hard for gray fox to know where he is

The Unseen's intangibility simply has him turn into mist, right? If that's the case, it's not gonna help against the HF blade, since it goes straight down to quantum level when effecting the target

It wouldn't be effective tho

the mist would have a few atoms effected by it and the unseen elder can easily regenerate from it

yeah ok, but you said the blade was "useless" while he was in mist mode, which is simply not the case. Unless the Unseen's overtime regen is somehow restricted Gray Fox can't get past it

other than that, Gray resists like 90% of his abilities due to Cyborgization, to the point where it would basically be a normal fight

yeah, but they are not offensive abilities, that's what i mean.

Low-Mid is easily bypassable since Gray Fox slices his opponent quite a lot. My vote is for Gray, he has better maneuverability, superior AP, a sword that bypasses durability, minor precog and is possibly more skilled
