I've been trying to make a profile for this little thing for aeons, and I can't really decide for a tier. At the lowest, it's at least 2-A, and at the highest, it's soemwhere in tier 1. I honestly can't figure it out. So it would probably be best if I asked this site. Also, BILL DOES NOT SCALE TO THE AXOLOTL.

I'm not seeing why it would be High 2-A.

It seems similar to many characters not being 5-D despite existing outside of space-time

I agree with Kaltias. It doesn't sound like a High 2-A, and we shouldn't give characters this type of tiering just because they are massively above 2-As.

Also, IMO that Omniscience should be changed to "possibly Omniscient" due to the jokey nature of the statement.
