Neither of them can even hurt the other without their higher keys. Deku is basically 8x stronger than po's AP, and Po's Dura is 8B to Deku's 3.19 tons. Even 20% isn't going to do much but be a painful speed boost considering the AP and Dura difference. Po is more skilled and has hax so he might take it, but Deku would just stay away from him since he can't really do anything.

I'll go incon. Po is more likely to use his chi than Deku is to use 100%, but if even 20% doesn't hurt Po, Deku will definitely use full power. It honestly comes down to who realizes they can't hurt the other person at all first.

Ah, but Po does have pressure points, so he'd probably try those pretty early into the fight if his normal punches don't work.

Switching to Po, he can win this more consistently.

Bloodlusted Deku would probably win more frequently, but in character he's too worried about damaging himself to use 100%, even if the enemy is a lot stronger than him.
