Psychomaster is correct that Gemerl's Interested abilities aren't in-character, so I believe Computer actually does have a chance to pull his wincon.
However, likewise, Gemerl should reasonably be capable of doing the innate abilities of Emerl and would likely do so in a do-or-die situation since his purpose here would ultimately be to finish the fight in order to return to protecting Cream.
So if it's a case of who uses their wincon first, I think it's open-ended enough for me to vote Incon.
