Because Cap is a higher degree of 9-A than Wolvie and can incap him (If Wolverine vs Sabertooth is anything to go by, hell, Wolverine can get incapped by bullets, though not for long). Wolvie balances it with his lethal claws and centuries worth of combat experience.

Wolverine having more experience doesn't mean he's more skilled than Cap especially since Wolverine always gets shot, stabbed, hit, and blown up. If anything he's less skilled because if he didn't have that regen he'd have been dead a LONG time ago. Cap still has the skill advantage by a long shot.

Now I don't see how Cap's gonna get past adamantium without his shield.

Wolverine getting shot, stabbed etc., etc., are because of his leniency as he kniws he'll recover. We have no reason to believe that without his shield, Cap has any better skills since Wolverine has had more military training than Captain, plus X-Men training. If anything, Cap might be less skilled w/o his SHIELD

Leniency yo getting hurt and recklessness as a result pretty much adds up to him not being as skilled. He's never at one point beaten an opponent via outskilling them. Seriously name one. Cap on the other hand does so constantly and maintains himself mostly unhurt during critical situations (not counting high tier 1v1 opponents).
