Just because someone is less haxed that doesn't mean he/she will get stomped.

Even if you downplayed Dragon Balls scaling chain as much as possible he still far superior to Zamasu who is baseline Low 2C as is Tohka.

Even without the AP Tohka is way outskilled and Goku won't even get hit due to his instinctive reaction.

I'm not even sure if Tohka can fairly fight first UI Goku
