- Speed equalised.

- Indestructible battle field with no life, don't complain, Goku can go full power now, also, Tetsuo can't planet bust and win.

- Both are Blood lusted, so Goku won't test his opponent.

- This is Goku when he fought Kefla, so if he randomly gets 1 trilliom times more powerful in 4 days, that will not count, i'm also banning Goku's reactive power level and constantly getting stronger.

- Tetsuo has full control of his capabilities for this battle.

Speed is equal, so no omnipresence.

Precognition is not a power he can constantly use to see through attacks, it's more like a random thing through concentrating, which he can't do during a fight. Clairvoyance as well.

Matter manipulation only works on inferior opponents, as it is through telekinesis. He could have done so with Kei while fighting her in the manga, but didn't.
