Well the description of the feat says " As showed in his origin story, Idea destroyed the space-time of the reality he was born just by existing."

Yeah. It says he releases the energy of ruin. If this was passive, he would just be releasing energy and shining the entire time, which he isn't as we see him not shining and then begin to shine. His description even makes it sound like a multiple step process.

He is above baseline, but Goku is also much higher than Godzilla is. Probably enough to oneshot.
