Pretty sure he's got both, he only has the dialogue if you use the Hilt of Hofud in NG+ specifically, but he does null it in the base game.

Why are the Furies 4-A? Since Zeus trembled in fear of them, in addition to the other Gods, after they assumed the thrones, they should at least be 2-C or 3-C

LMFAO what? Zeus never even considered them to be a threat in the first place. It's the Sisters of Fate that the Gods fear, not the Furies. Hell, Ares literally seduced them.

No? Nothing like that exists in the game. The only thing we have is "little to fear from the Sisters. The Furies sought retribution only for those whom they deemed guilty".
And again, they're Demigod Kratos victims, who in turn is a victim of Ares. Even if you want to argue resistance you need to remember that Ares resists hax from Poseidon's electricity, which we consider on par with that of Hades, who is the 4th layer in the scaling chain.

Unless this all took reset, the Furies should have ascended to the Gods even before Zeus took his father's place.

LOL no, none of this makes sense logically or narratively as to why Zeus would fear the Sisters so much, when Ares out of all people could bend them to his will and seduce them to sire a kid.
There's no such thing, Law hax isn't AP for a reason.

The only thing the intro mentions is that they're not bound to anything, it's never said anyone feared them just that when Zeus rose to power after the war with the titans he didn't have to really worry about the Furies either. Nothing is said about any of the gods or titans being scared of them or that Zeus trembled in fear of them.
Only set of sisters that are repeatably mentioned to be feared by the gods and titans are the fates.

In the word you mentioned it still shows that he feared them previously, so yes he was very afraid of them and couldn't do anything against them (this was before defeating Zeus).
The Furies literally manipulate the law of the entire Greek Universe, in addition to being made from the struggles of primordials, we should give them a certain value.
Or do we just give them a 2-C range because they control every law
