I'd say time constraints and money as with most games.
Artemis was supposed to be playable in Ascension if i am not mistaken, but in the end she got cut.

The devs mentioned it in an article once, some archives also mentioned them being far worse than all bosses Kratos has faced, but it's all just hype that contradicts the scaling TBF.
