Yes, but it has an entirely different focus. It does not intend to investigate which explanation blogs that should have their contents copied to regular official wiki pages.

As for actually turning currently-accepted Explation Blogs into actual Explanation Pages, that will require an entirely different thread which is simply not in my area of expertise.

I think for now we can simply list the blog in the Important Blogs section. We can convert the Explanation Blogs into actual, properly-formatted and edited Explanation Pages when the time for the thread comes.
