Limbo exists in another dimension, so pretty much sure time stop is not gonna help here, since Dio's time stop is attached only to the dimension he is in

Limbo does not exist in the same universe so as long as the time stop s not multiversal in range they would be unaffected. Thus I vote Madra via limbo even in character.

DIO timestops and ROs the main Madara, causing the clones to disappear too, regardless of whether they can move or not in time stop. Non PIS/CIS HAD can do that from range.

I thought this might've been in dios favor but does Dio's timestop work on different dimensional planes? If not Limbo will give Madara the win here.

Range: Standard melee range, higher when casting thunderbolts. 10 meters with The World Over Heaven (Could possibly get weaker if it gets farther away from HAD, but it is unknown if TWOH still retained it's range weakness). Multiversal+ with teleportation, soul manipulation and absorption, BFR, time stop and reality overwrite (Can rewrite anything within any timeline.)
