Giving the monads all powers in Xeelee Sequence?

I don't think we do that by default

Unfamiliar with the verse, so I'm unsure. But we don't automatically give the character every single power and ability that exists in the verse solely based on being the supreme god of the verse. It's generally preferable to have more elaborate context before giving them all of that.
