How is Gintoki the same tier as Utsuro & Umibozu when he can't defeat them in a 1v1? Gintoki needed the help of the entire Gintamaverse just to bring down Utsuro, I don't think we should put them in the same tier, Gintoki's mostly around low 7-C or High 8-A
