Ok so getting the simplest part out of the way.
The Fused with Ai bit of Utsuro Karakururi's profile should be split into a separate key. As this form is from her absorbing her twin sister Ai Tennoji. So keeping it as one key is basically like if on Goku's profile we had "higher as Vegito", or Buu it was "higher as Buutenks" which I find odd. Also Utsuro can't transform into this mid fight unless Ai is with her.
Splitting the keys would look like this
I lied also giving her flight cause Utsuro explained that her ring contains her powers. With her ring, Shy was able to fly without using her fire powers. So Utsuro would have flight too (How Mundane)
The second bit
So in SHY; Chapter 64. An albeit weakened Utsuro gets enraged and fires a wind blast to destroy her Amarariruku Dome, which gets cancelled out by Mian Long, Lady Black and Spirit together. Which the anime confirms that it wasn't only Spirit who cancelled out the wind attack in S2 ep 10. So essentially each of them scales to 1/3rd of Utsuro's wind attacks.
Now despite her being nerfed prior from defusion and having an extended battle with Shy + Ai, she powered the Amaterasu Flare long after this moment (fighting between chapters 65-70 + bearing the brunt of Tokyo's Miasma for a bit) which yields 4 Kilotons. Hollow's wind attacks scale to this via Psychic Energy being NPES already + it already being accepted on the profiles via prior revisions. Aka 1.33 Kilotons Each. With Yuri Orphanage Shy scaling to Spirit.
So in short, 8-A characters like Shy and Tzveta get raised to Varies up to Low 7-C. Or since all Psychic Energy users vary; Varies, from 8-A to Low 7-C for this level of characters could be just valid too. Given Tzveta gets two separate mental amps before being put down by Shy and Spirit while she scaled to 8-A before those amps off Keheheh.
