Possibly, but I don't think that being a top hunter necessarily means having the top power, and nevertheless, it seems too speculative to list the power levels of a character that we have barely seen in action.

As Netero said he is as strong as Knov & Morel, Netero is likely not even in the top 15 hunters. Scaling Ging to Netero would but Ging one step above Killua, obviously Ging is much stronger than Killua, so i don't think that this would be too speculative. Honestly, i would not doubt Ging being island level+, although for that we need to wait and see.

You have a tendency to try to unwarrantedly boost characters enormously (even trying to upgrade a possible Tier 3-A character to tier 0). Even Meruem is not rated anywhere near Island level, and the chairman was ultimately the one who fought him, whereas Knov and Morel could do nothing. I think that he was most likely being humble.

Isn't Truth omnipotent though ? An Omnipotent character is inherently Tier 0 from what i understand.

Fiction tends to use the term Omnipotent quite a lot. It doesn't mean anything most of the time. We have to judge them by their given feats or standing in their verse as compared to all the other characters. Also if there isn't at least a few Tier 1 and 2 in the verse. The statement of the being having omnipotence will be disregarded...DC52 said:

SDZ basically got it right. We cannot remotely rate any character as Tier 0 just because it has been called "omnipotent", unless there are very valid justifications for the claim.

Being the best at using nen also means one of the strongest. As wing said early on "Better the nen user the stronger the nen"
Also netero stating he was on Knovs tier was a joke. But he is no longer considered the strongest pre training. Even pre traning he was n Pitou's tier.
So personally I think ging should scale to the royal gaurds. and his hax skills with his en makes it clear enough.
