I won't vote yet since I don't remember how well did Tesoro fought Luffy but I'm pretty sure in Central Park (SBA) Doffy has advantage because he can generate strings while Tesoro can't do the same with gold.

The stamina difference is also massive too.

You should place the battle in Gran Tesoro to give Tesoro a little help since his fruit sucks. Anyway it won't change the outcome. Doffy Likely can turn the gold into strings nullifying Tesoro's powers.
