What was the theme of this battle, really? Scott is a higher tier, and Kenshiro kind of spites. Let's also keep in mind that Kenshiro is faster than Scott.

Also, Kenshiro's ST can basically nullify their powers, and I'm willing to wager that Kenshiro is more skilled.

Going with Ken
While Scott has the raw AP advantage, Kenshiro simply has too many ways of countering.
He already has the speed advantage, so it's already gonna tough for Scott to land a hit, add that in with Ken's precog and analytic fighting style, it's basically impossible.
And while Ken can't harm Scott via raw strength, Ken has dozens of other options to win. Hokuto Shinken to target pressure points, which can one shot in numerous ways, Gento Ko Ken to slice at a cellular level, Muso Tensei and Soryu Tenra.
And while Ken doesn't start with MT, it's not like he can't activate it on the fly. It can be activated without the users consciously doing so (Ken used it while he was unconscious), so with precog, when he sees a future where Scott splatters him with one punch, he's gonna do the smart thing and activate it immediately, which basically guarantees victory.
I actually think this is a hax stomp, but I'll wait and see what others have to say.

My bad, disregard my speed argument. Though, speed equalization added to precog and analytic fighting style, as well as a technique that specializes in reading opponents movements, Ken still edges out in CQC
