I mean, according to the rules:

The combat speed of that faster character is assumed to be equalized to the combat speed of the slower character. Every other speed the faster character has is reduced by the same multiplier. This includes the speed of any attacks, projectiles, reactions, perception, flight etc.

In this case, Sandman would match Gaara's MHS+ in combat speed, but would remain superhuman speed in other sectors.

I think Travel Speed goes down too, as iirc the only things that keep their speed are weapons and factors such as size.


I also realized both are bloodlusted, meaning that Sandman is likely going to multiply himself. He most likely stopped doing it in the comics because he couldn't keep his clone on check (other than when they all agree on beating the shit out of someone like Spider-Man) and caused him memory losses and such, but a bloodlusted Sandman is probably going to use even this power.
