if he finishes valentine before the latter can go into the other dimensions he will win, otherwise valentine will release hundreds and billions of barts into the battlefield, the moment they are to close to each other they will be "fused" and explode :/

speed equal + bart acts first = he wins 99/100 times

any other scenario should be funnys win
