Both versions of Franky are listed lower than they should be.
Franky pre time-skip scales to two CP9 members: Blueno (he was overpowering him briefly with a grip to the face), and Fukuro (fought him equally when almost out of Cola, easily beat him with the use of Cola, and took numerous blows from him). Both characters are around 1/5th Base Rob Lucci's power (via Doriki scale and Lucci's words about his Doriki being 5 times that of Fukuro). He also took a blow from Oars (who scales above base Luffy of CP9~War arcs)
Because of this, Pre time-skip Franky should be justifiably listed as 8-A.
Franky post time-skip has a similar problem. He is listed far lower than where he should be. He should be capable of scaling to the lower tier Vice Admirals of the series due to being able to fight off Bastille while also being beat down by 3 Donquixote family executives.
^That's not a strong enough argument to suggest 7-C Franky, so listing him as "At least 8-A" for now until i can find a feat to suggest that he can be scaled to this tier would be favorable, unless the above is found reasonable for 7-C Franky.
