Being faster does not mean he Genos cannot out smart Franky, you must take in account smarts as well as speed, durability. I know not of what Franky can do, as such I can only contribute to Genoes side.

Genos has higher AP but poor durability. Franky's AP is not that great without general cannon but he's a tank

I say Franky wins, his high durability will make sure he'll survive Genos assault and eventually tag Genos which will finish the match.

i go with genos, he may not have the versality of frankly but i think if worse comes to worse he can always use his near-suicide superattack, it may not have destroyed a meteor but i think it can easily destroy anything current franky has to offer ^_^
