I'm going with Springtrap. He's tougher, possibly stronger, and faster along with being smarter. Frank West does have a good arsenal and improvisational skills but the Phantoms are going to hinder him.

Stronger and tougher? didn't Frank defeat and take attacks from a giant robot in Off The Record?

I was just going off of the pages but Springtrap's still most likely faster as he's faster than Foxy.

Well, this could go either way or be inconclusive. Frank is stronger,more durable and has a pretty huge arsenal of weapons while Springtrap is faster,smarter and has the hallucinations at his side.
