The battle starts with both of them on opposite sides of an empty shopping mall (Don't ask)

Bond's 9-A things are restricted, Bond has prior knowledge on Dead eye, they start on opposite ends of an empty mall, and Bond can just start the battle by going invisible (Arsenal's much better at arguing for Bond)
 
Shame Arsenal is apparently gone

Anyway, Arthur has Extrasensory Perception, Analytical Prediction etc. Which would help with invisibility
 
Bond is also capable of tracking Arthur via thermal vision, and could probably blitz with the SoL Samurai (Since apparently gun speed isn't equalized or something)
 
They're on opposite sides of a large building, Bond's thermal vision will let him track Arthur, while his invisibility and spyness will help him avoid dead eye (As well as him knowing how it works), and he's capable of blitzing with the Samurai

This is how I see it going then.

Bond uses invisibility to sneak around the building. He gets close to Arthur. Arthur can sense him, but can't really fire right now because he isn't sure, and might make reveal his position. Bond headshots.

This is how I see it going. Arthur looks around and knows someone is there and is incredibly on guard and finds and deadeyes Bond to death.
 
Despite Bond being on the other side of a mall, knowing how dead eye works (So knowing he would need to finish the fight quick), and being capable of blitzing?
 
I mean... knowing how something works doesn't always necessarily mean you can do something against it, especially if it's thought-based or instinctual.
