2-A Rating

Freyja

The Order of Heroes are capable of fighting Freyja, who has 2-A AP within the Dream World. This is a legitimate feat, since while this did take place in the dream world, nothing really shows that they got amped to such a degree. While Freyr does say that within dreams, anything is possible, he seemed to be more referring to the fact that the possibilities are endless within dreams (like how Kiran dreamed of being Alfonse the entire time). Even if they were referring to strength, there is no feasible way for them to actually be amped, since they no longer have a childlike innocence, which is what is needed to dream freely.

While the Dream World isn't "real" in the sense that it normally cannot affect reality, it is a real place, unlike just some conventional dream. For instance, Sharena could hurt herself while in the dream. Also, Alfonse was capable of bringing back flowers he received in a dream back into the real world. This shows that while the Dream World isn't technically "real" in that sense, the characters couldn't have been amped when they fought Freyja, a 2-A being.

Azura's Dream World/Tempest/Power of the First Dragons

Azura's Dream World is already accepted as being 2-A. In the epilogue of her paralogue, we see that Loki used the remnants of Azura's power to distort her entire Dream World.

However, it wasn't Azura's power that caused it, it was that of the First Dragons. What's important to note here is that Loki could have only used a small fraction of the First Dragon's powers, considering that Azura herself can't really utilize that kind of power, its just the remnants of their power that she inherited due to being a part of the bloodline of a First Dragon.
However, King Garon received lots of power from Anankos, who is a First Dragon. Yet, characters are able to fight Garon in Heroes just fine. What I'm trying to say is that, even a small fragment of the power from the First Dragons that lied dormant within Azura was able to manipulate and distort an entire 2-A realm. Garon massively upscales due to receiving lots of power from Anankos, and not just power that he inherited due to being a part of a First Dragon's bloodline, which is the case for Azura.

Since this is a case of an energy source having that power, it can be applied to AP.

Oh yea, and also, Anankos implies that Naga, who is in Heroes, is far stronger than he is because of this:
"Yes. It is taboo for humans to travel through time as it is. Even I do not have the power to break this rule anymore than I already have. That the god of this world had the power to transport so many of you... leaves me in awe."
And there are plenty of characters that scale to Naga, such as Chrom, who has equal power to Naga after the awakening ritual. And obviously the Grima's, both of which are also in heroes.

New Abilities

Kiran

Kiran can now use different weapon types, the Sword, Lance, and Axe.

Also, they now have Telekinesis as seen in their weapon animation.

Fjorm

She should have minor Resistance to Cold Temperatures. This is seen when the Order of Heroes were freezing, while Fjorm claimed that the climate was rather temperate.

Surtr

He should have Resistance to Ice Manipulation as seen when he was unfazed by Fjorm's ice attacks.

Hel

Hel should have Immortality (Type 4), as all forces of the dead can rise after death. This would also grant Kiran Type 4 Immortality Negation, since they were the one that permanently killed her.
