Final's Low Multiverse lvl

Well, I saw Final's profile and I end The Black Heart xd

But my question is:

Why Final is in the 2C tier???

I mean, it state The Black Heart has the power to end the existence, but the thing here is we don't know the exactly space of the worlds (except the Infinite Chaos) and that thing doesn't help us to scale Final's power with The Black Heart to Low Multiverse lvl

At least if exist some statement of the game that says the worlds are universe
