    In The Black Heart (Chapter 1), Final has given his energy to a seed and said that a forest which covers the whole world (Earth in this case) through the seed. My question is as the title says.

    This is pretty simple. Final's 8-C feat is only 9-A. Vaporizing humans is only 9-A, and the "Entire Area" in question is also only 9-A since it's not really a building sized area. So yeah, pretty simple.
