Family Guy: How come Stewie is only Athlete level?

I know it's because he beat up a group of terrorists without breaking a sweat but I feel as if he should scale to the rest of the Griffins, as seen when he went toe-to-toe with the family and when he fought Penelope , so at best I believe he should be Wall level when unarmed

Durability: At least Wall level (Survived getting his head smashed to a wall)
